In a troubling reversal, the nation's teen birth rate rose for the first time in 15 years, surprising government health officials and reviving the bitter debate about abstinence-only sex education.

The birth rate had been dropping since its peak in 1991, although the decline had slowed in recent years. On Wednesday, government statisticians said it rose 3 percent from 2005 to 2006.

The reason for the increase is not clear, and federal health officials said it might be a one-year statistical blip, not the beginning of a new upward trend.

However, some experts said they have been expecting a jump. They blamed it on increased federal funding for abstinence-only health education that doesn't teach teens how to use condoms and other contraception.

Some key sexually transmitted disease rates have been rising, including syphilis, gonorrhea and chlamydia. The rising teen pregnancy rate is part of the same phenomenon, said Dr. Carol Hogue, an Emory University professor of maternal and child health.

"It's not rocket science," she said.

Kids are going to have sex. Give them real education about safe sex and birth control. Stop pretending that the world is a giant Ozzie and Harriet episode.

Just Say No to Funding Abstinence Programs

Politics is the art of compromise. But there are compromises and there are compromises. The Democrats in Congress are poised to vote to increase funding for abstinence programs, a multi-million dollar racket that takes federal money and puts it into the hands of religious crackpots. All the research into these abstinence programs -- into which the Bush Administration has poured more than 1 billion dollars -- shows that they don't work. So, in essence Congress enriches the Religious Right to fund their pet boondoggle. Talk about a waste of money. We need sex education, not abstinence education. Kids are going to have sex no matter what. They need to be educated to prevent pregnancy and sexually transmitted disease, not have their minds filled with religious dogma. The bill is still being crafted; we can let Congress know how STUPID this is. The ACLU says the vote on the bill will come next week so there is still time.

Supporters of stem cell research refuse to give up on getting their legislation signed into law this year.

As President Bush prepares to veto the measure Congress sent him last week, Sen. Tom Harkin (D-Iowa) is planning to attach the pro-research legislation to the spending bill being crafted by his Appropriations labor subcommittee.

That raises the stakes on the so-called “Labor-H” spending bill. House Appropriations Chairman Dave Obey (D-Wis.) has been trying to build a veto-proof majority for the bill, adding sweeteners to the bill such as an increase in abstinence-only education.

Bush already has threatened to veto spending bills that exceed his spending thresholds. Including legislation that repeals Bush’s 2001 stem cell research compromise could give him further incentive to nix the bill.

Keroack Is A Quack

That's Dr. Eric Keroack, the Bush Administration's controversial appointee to oversee birth control programs as Deputy Assistant Secretary for Population Affairs at the Department of Health and Human Services.

He resigned suddenly amidst reports that he was being investigated by the Massachusetts Board of Registration in Medicine for Medicare fraud. He looked thin on paper; a guy who was head of one of those fake groups that pretends to help pregnant women but really hard sells them away from abortion. Now, turns out that behind the paper there's even less. He barely practiced medicine in his life -- if he ever did. Another Heckuva Job appointee from the Chimpcompetent One.

HHS officials repeatedly cited Keroack’s long tenure in private practice as one of his key qualifications, along with his highly publicized role as medical director for a chain of Christian pregnancy centers.

According to the Washington Post, “Eric Keroack, a nationally known advocate of abstinence until marriage, served for more than a decade as medical director for A Woman’s Concern, a Massachusetts nonprofit group that discourages abortion and does not distribute information promoting birth control. But HHS spokeswoman Christina Pearson said yesterday that most of Keroack’s professional time had been devoted to his private practice of 20 years, not the group.”

Documents and interviews with Keroack’s associates, however, show that the post of medical director was merely a part-time or volunteer job. Keroack’s claims of an extensive private practice also appear dubious.

Bush "AIDS Czar" Who Discouraged Condom Use Around The World Resigns in Sex Scandal -- UPDATED, below

Last night Deputy Secretary of State Randall L. Tobias resigned, and the State Department issued a press release saying he had resigned for 'personal reasons'. Very personal reasons, it turns out:

On Thursday, Tobias told ABC News he had several times called the "Pamela Martin and Associates" escort service "to have gals come over to the condo to give me a massage." Tobias, who is married, said there had been "no sex," and that recently he had been using another service "with Central Americans" to provide massages.

Tobias' private cell number was among thousands of numbers listed in the telephone records provided to ABC News by Jeane Palfrey, the woman dubbed the "D.C. Madam," who is facing the federal charges.

How Tobias thought it would help his case to tell ABC he had been using Central American gals, I can't say. (Were the Pamela Martin prostitutes escorts illegal aliens?)

Who is Randall Tobias? He is the former CEO of Eli Lilly, the pharmaceutical giant, as well as the former Chairman of AT&T. A bigtime Bush contributor. A bigwig in Indiana politics. Founder of the Randall L. Tobias Center for Leadership Excellence at Indiana University (which his children head, nepotism is a great thing.) And, since 2003 United States Global AIDS coordinator with the US Agency for International Development (I'd refer you to his bio on USAID.gov, but it was removed last night!) and since 2006, Deputy Secretary of State (as well as Global AIDS cooreinator), as USAID was merged into the State Department.

And during his government service, he's been pushing the fundie hatred of condoms, and thereby condemning people around the world to be infected with HIV:

Tobias has consistently put the Bush administration agenda before science and facts in the global fight against AIDS, acting as the “front man for Bush’s ideology-driven policies on prevention and on treatment (of AIDS).”

His HIV-prevention policies have focused on “abstinence-only-until-marriage” leaving “large segments of the population at immediate risk of HIV infection.” He has also made inaccurate public statements on the effectiveness of condoms in AIDS prevention and has funded questionable organizations supported by President Bush, but lacking in technical competency in HIV prevention.

Let's hope he hasn't infected his wife. Hypocrite.

During an “Ask the White House” online chat in 2004, Tobias defended the policy, saying the U.S. was “partnering with communities” to begin “fighting sex trafficking and prostitution, while still serving victims of these activities.” Tobias added that he was overseeing several “highly successful” relationship programs “aimed at men and boys to help them develop healthy relationships with women.”

One of his latest stunts, a proposed $100 gas-tax rebate, provoked Rush Limbaugh to condemn him for "treating us like we're a bunch of whores."

When senators as different as Mr. Frist and Mrs. Clinton both earn bipartisan ridicule for their pandering, you have to believe that there's a god other than Karl Rove watching over American politics after all.

One of the Roman Catholic Church's most distinguished cardinals has publicly backed the use of condoms among married couples to prevent AIDS transmission.

Cardinal Carlo Maria Martini said that in couples where one had HIV/AIDS, which could pass to the partner, the use of condoms was "a lesser evil".

The Vatican says condoms should never be used, even to stop AIDS spreading from one married partner to another.

The Church teaches that abstinence is the best way to tackle disease.

The White House’s White-Out Problem

The Bush administration has gotten into the nasty habit of doctoring its reports whenever the facts don’t match its preconceived agenda. Here are some instances of the White House’s magic pen at work:

Cattle Grazing: “The Bush administration altered critical portions of a scientific analysis of the environmental impact of cattle grazing on public lands before announcing relaxed grazing limits on those lands, according to scientists involved in the study…conclusions that the proposed rules might adversely affect water quality and wildlife, including endangered species, were excised and replaced with language justifying less-stringent regulations favored by cattle ranchers.”

Hog Farming: Nationally respected Agriculture Department microbiologist Dr. Zahn discovered that hog farms were emitting drug-resistant airborne bacteria that “if breathed by humans, would make them harder to treat when ill. Zahn presented his findings at a scientific conference in 2000, but the Bush administration stopped him from publishing his data 11 times between September 2001 and April 2002, he said. When Danish researchers sought to learn more about his work, Zahn wasn’t allowed to share his techniques.”

Climate Change: “A White House official who once led the oil industry’s fight against limits on greenhouse gases has repeatedly edited government climate reports in ways that play down links between such emissions and global warming, according to internal documents…[The] official, Philip A. Cooney, removed or adjusted descriptions of climate research that government scientists and their supervisors, including some senior Bush administration officials, had already approved. In many cases, the changes appeared in the final reports.”

Air Quality at Ground Zero: “In the aftermath of the Sept. 11, 2001, attack on the World Trade Center, the White House instructed the Environmental Protection Agency to give the public misleading information, telling New Yorkers it was safe to breathe when reliable information on air quality was not available. That finding is included in a report released Friday by the Office of the Inspector General of the EPA. It noted that some of the agency’s news releases in the weeks after the attack were softened before being released to the public: Reassuring information was added, while cautionary information was deleted.”

Toxicology of Mercury: “The White House and the Office of Management and Budget (OMB) made changes to a report from the National Academy of Sciences on the toxicology of mercury, a powerful neurotoxin that is especially dangerous to pregnant women and young children…White House staff made editorial interventions in the report, which was commissioned by Congress to establish the science on the risks associated with mercury. The White House’s alterations downplayed the risks of mercury, replaced specific enumerations of mercury-related harms with bland, general references, and introduced additional emphasis on uncertainty.”

Effectiveness of Condoms: “The federal Centers for Disease Control and Prevention and USAID have removed or revised fact sheets on condoms, excising information about their effectiveness in disease prevention, and promoting abstinence instead.”

Effects of Oil Drilling on the Arctic Refuge: “Interior Secretary Gale Norton substantially altered biological findings from the U.S. Fish and Wildlife Service concerning effects of oil development in the Arctic National Wildlife Refuge before she transmitted them to Congress, according to documents released October 19 by Public Employees for Environmental Responsibility.” In one instance, Norton’s defense was that she “simply made an error in her testimony – saying ‘outside’ when she meant to say ‘inside.’”

Abortion: “The removal from a National Cancer Institute website of a scientific analysis concluding that abortions do not increase a woman’s risk of breast cancer. That move, in November 2002, contradicted the broad medical consensus, and members of Congress protested the change. In response, the NCI updated its website to include the conclusion of a panel of experts that induced abortion is not associated with an increase in breast cancer risk.”

HIV/AIDS: “During the latter half of 2002, the Administration began removing scientific information, relating to the spread of HIV, from government websites, including those of the Department of Health and Human Services, the Centers for Disease Control and Prevention and the National Institutes of Health. Much of the information that was removed contracted [sic] claims made by the administration’s abstinence-only agenda.”

Cancer: Earlier this year, “EPA’s guidelines acknowledge[d], for the first time, that children under 2 years of age are 10 times more likely to get cancer from certain chemicals than adults who are similarly exposed. But the White House Office of Management and Budget undermined that acknowledgment by inserting language in the guidelines that make it easy for industry to block EPA from following them when assessing cancer-causing chemicals.”

Stem Cell Research: “[The] Bush administration dismissed Dr. Elizabeth Blackburn, a leading cell biologist, and Dr. William May, a prominent medical ethicist, from the President’s Council on Bioethics…[Blackburn] was removed from the panel soon after she objected to a Council report on stem cell research. In an essay in the April 1, 2004, issue of The New England Journal of Medicine, Dr. Blackburn recounted how the dissenting opinion she submitted, which she believes reflects the scientific consensus in America, was not included in the council’s reports even though she had been told the reports would represent the views of all the council’s members.”

Ground-Water: Vice President Dick Cheney’s old company Halliburton “pioneered” an oil-drilling technique that “can contaminate drinking water supplies with carcinogens and is therefore required by law to be regulated by the EPA.” Halliburton has spent years trying to get the federal government to exempt the technique from environmental regulations.” A senior Environmental Protection Agency recently revealed that “the EPA [initially concluded] that the technique can be dangerous to public health, but then [deleted] the conclusion after Cheney’s office demanded it.” Furthermore, six of the seven EPA panel members who decided that the technique was “safe” had all come from the energy industry.

Not to mention the reduction of the requested tobacco penalty from $130 to $10 billion. Talk about a red pen!

ABOUT THE AUTHOR
For a former college drop-out from Ontario and, briefly, a lineman stringing up telegraph wires on the railways of Canada, Graydon Carter, 55, has risen to impressive heights. The editor of Vanity Fair since 1992 ­ after succeeding Tina Brown ­ he is one of America's celebrity editors with clout, glamour and a nice line in suits.

It is hard to imagine Carter doing physical work of any kind, beyond exercising his thumb on his silver Zippo lighter. His labour is restricted to rejigging headlines in his magazine ­ he is a self-confessed failure at delegation of duties ­ and swanning to Manhattan parties. Martini in hand, he cuts an almost princely and dandyish figure, with billowing shirts and similarly billowing silver hair.

The spotlight on his activities has never burned brighter. In recent months he has transformed the regular editor's letter at the front of the magazine into less of a chat about its coming contents ­ the spreads of Annie Leibowitz and rants of Christopher Hitchens ­ and more a full-bore diatribe against the world of George Bush.
